Behavioural Innovation Lab

The BIL supports the design and implementation of innovative solutions (policies, products and services) to solve complex human problems by drawing lessons and insights from Behavioural science.

We support the government, private sector and other stakeholders to make behaviorally informed decisions and generate evidence for impact-driven interventions in critical thematic areas (Good Governance, Global Health, Gender & Social Inclusion, Education, Digital & Financial Inclusion, Agriculture, climate and food security, Poverty, Livelihood & Jobs).

The centre to simplify and solve complex behavioural problems

BIL Value Statement

We are a multi-disciplinary team that uses evidence-based human-centered approaches to offer tailored behavioural solutions for Africa.

Aligned with the core mission of improving policy and program design, the BIL conducts behavioural intervention design and testing; provides strategy and policy advisory to support regulatory design and reform work; strengthens systems to be hassle-free and enhances the capability of stakeholders to apply behavioural science to improve their outcomes.  We engage a 5-step process in our approach to delivery, namely: problem definition, diagnostics, the design of effective solutions, testing and evaluating solutions, as well as implementation and scaling.

Our clients include government, development partners, private entities and multilateral organisations.

For government, our focus is behavioural public policy/policy for humans, which interrogates why policies fail, how to design for effectiveness and ways to enable the public respond positively to policy. For corporates, we re-engineer organizational policies and processes to help achieve the intended behaviour in its staff and clientele. This could be helping your staff behave in a certain way or enabling your clients to choose your product or service (demand creation).
 
Across board, we deploy our competencies in creating strategies (strategic planning), and co-creating with your team on the pathways to achieve your corporate/business goals. We are a strategy unit dedicated to create innovative solutions.

Harnessing Behavioural Insight to Improve Transparency in Nigeria

Project supported by Mac-Arthur Foundation

The PIC is implementing a 3-year Mac-Arthur Foundation-funded grant titled ‘Harnessing Behavioural Insight to Improve Transparency in Nigeria’. This project aims to support an ecosystem of state and non-state actors with the capacity and capability to drive behaviourally informed anticorruption reforms across sectors in Nigeria.

This project also seeks to strengthen the capacity of transparency, governance, and accountability organizations in Nigeria through a learning series and the implementation of hands-on behavioural interventions. Based on identified gaps from a training and capacity building needs assessment conducted, the BIL developed a four-phase BI for accountability and transparency curriculum. The BIL team partnered with transparency and accountability experts to co-create and test modular content/curriculum for sector-specific modules. The BIL curriculum development strategy entailed using locally relevant case studies within the Nigerian context.

The BIL led the first Behavioural Insights Transparency/Anti-corruption workshop in June 2022, with over 50 organisations attending (government, civil society, faith-based organisations, development partners, private sectors and media organisations). PIC currently hosts this workshop as an e-course on its Learning Management System (LMS).

BIL Learning Management System

As part of the innovative products from our projects, the BIL developed and launched the first Behavioural Insights for Anti-corruption learning management system in Nigeria in 2024. The LMS provides real-time online learning on 4 modules and 50 videos, ranging from behavioural insights fundamentals, understanding corruption, transparency and accountability, monitoring and evaluation for behavioural change and ethics and integrity. Addressing Voter Apathy and Vote Selling Behaviour in the 2023 Elections in Lagos and Nassarawa States; an RCT Intervention

In January 2023, the BIL conducted a Randomized Control Study titled ’Addressing Voter Apathy and Vote Selling Behaviour in the 2023 Elections in Lagos and Nassarawa States’. The objective of the RCT was to determine the social and contextual drivers of voter apathy and vote selling in selected states of Nigeria, Additionally, the RCT was to determine the extent to which behavioural change interventions (specialized outreaches, text messaging) could reduce voter apathy and vote selling among targeted community members.
