The Policy Innovation Centre (PIC) is the first national institutionalized behavioural initiative in Africa supporting government and stakeholders to make behaviourally informed decisions and generate evidence for impact driven interventions in critical thematic areas (Governance, Health, Gender & Social Inclusion, Education, Digital & Financial Inclusion). The PIC is positioned to support the delivery of better policies and innovative solutions for high impact interventions across Africa. The PIC is an affiliate of the Nigeria Economic Summit Group (NESG), a leading think tank in Africa redefining evidence-based policy advocacy.
Job Description
The Advocacy Advisor will lead the design and implementation of advocacy strategies that promote the project’s objectives and goals. He will engage key stakeholders, facilitate partnerships, and translate research findings into compelling messages that drive policy dialogue, institutional change, and public awareness.
Job Responsibilities
- Lead the design and implementation of evidence-based advocacy strategies to advance project and organizational objectives.
- Identify key policy priorities, advocacy opportunities, and target stakeholders at national and subnational levels.
- Develop detailed advocacy plans, timelines, and communication frameworks aligned with project goals.
- Build and maintain strategic relationships with government institutions, development partners, civil society, and private sector actors.
- Facilitate policy dialogues, consultations, and roundtable discussions to influence decision-making and promote inclusive policy processes.
- Represent the organization in advocacy coalitions, working groups, and multi-stakeholder platforms.
- Work with research and communications teams to translate data and evidence into persuasive policy messages and advocacy materials.
- Develop policy briefs, position papers, and advocacy toolkits tailored to diverse audiences.
- Track and analyze policy trends, legislation, and reform processes relevant to project objectives.
- Design and coordinate advocacy campaigns, public awareness initiatives, and media engagements to advance key policy issues.
- Oversee the production of advocacy materials such as fact sheets, talking points, infographics, and op-eds.
- Collaborate with the communications team to ensure alignment of advocacy messages across media and stakeholder channels.
- Provide training and mentorship to staff, partners, and community stakeholders on advocacy skills, policy engagement, and coalition-building.
- Strengthen institutional and partner capacity to develop and implement advocacy strategies effectively.
- Support the integration of advocacy approaches into programme design and delivery.
- Coordinate advocacy activities across teams to ensure coherence and consistency of messaging and engagement.
- Facilitate cross-project learning and collaboration to amplify advocacy impact.
- Serve as a liaison between programme, research, and communication teams to align advocacy priorities.
- Ensure all advocacy activities comply with donor regulations, organizational policies, and relevant legal frameworks.
Qualifications/Job Requirements
- Master’s degree in Public Policy, Development Studies, Political Science, Communications, or other relevant social science field.
- Minimum of 7–10 years of professional experience in policy advocacy, stakeholder engagement, or public affairs within the development or governance sector.
- Proven experience designing and implementing advocacy strategies and influencing policy reform processes at national or subnational levels.
- Strong understanding of policy processes, government systems, and stakeholder dynamics in development or governance contexts.
- Experience working with government agencies, civil society organizations, and international development partners.
- Demonstrated ability to translate research and evidence into compelling policy messages and advocacy materials.
- Experience leading multi-stakeholder consultations, policy dialogues, and advocacy campaigns.
- Excellent writing, communication, and negotiation skills, with the ability to engage diverse audiences effectively.
- Familiarity with monitoring and evaluating advocacy outcomes and documenting results and lessons learned.
- High professional integrity, strategic thinking ability, and commitment to evidence-based and ethical advocacy practices.
